Although I don't condone "hooning" in a public event. 
I think capturing it makes sense and an important cultural reference. 
From a distance with a telephoto lens.
Since previous generation had similar cultural phenomenon (i e bosozoku and drift of Japan).
Should this culture be left alone? minimized? or illegalized?
keep the peace?
Mind that there are local businesses. Some sponsor these event not expecting Hooning.
Benefit from it or not, it does make an impact. Some kind of. 
Plus who's going to fix the road?
a measure of peace between everyone?
